All persons donating to this site retain the rights to their own work. CONSERVATION COMMISSION FRANCIS CUTTLE (Republican) was born in Montreal, Canada, in 1864. Came to California in 1881. Was first engaged in the care of orange orchards; in 1888 became superintendent of the Riverside Water Company and has acted as its superintendent and president until the present time. Was one of the organizers of the Tri-Counties Reforestation Committee and has been its chairman since its organization, six years ago. Is also president of the Water Conservation Association. This organization as been instrumental in conserving storm waters of the Santa Ana River for the benefit of the irrigators of San Bernardino, Riverside, and Orange counties.
