McLAUGHLIN (Republican and Union Labor) was born in San Francisco, June 19, 1873, and educated in the public schools of that city. He served as a member of the Board of Health in 1908-09; was elected a member of the Board of Supervisors, 1910-11, and resigned March 1, 1911, to accept the position of Commissioner of the Bureau of Labor Statistics, under Governor Hiram W.
